Hugo Khan

Hugo Khan is the elusive and mysterious emperor of Chandara.
Since he is not often seen in public, his citizens don't always agree on what form he takes—human or dinosaur—and there are many legends about him. He surrounds himself with resident ministers of art: dancers, poets, calligraphers, and musicians, and invites ordinary citizens or even foreigners to be in his company if he has heard of their wisdom or artistry. He often leaves the palace at night to tour the city and respond to the needs of the citizens.
